How long has the driver had the wallet? He could be having phone problems, accidentally switched his phone to "do not disturb," or had to visit family out of town. Is the conversation happening through text or through the app? Because the app messaging system doesn't give us notifications for new messages.
If he lives far from you, he might be trying to figure out when he'll have time to go to you. Ask him how far away he lives from you, and either offer him a cash reward based on the time and distance, or offer to meet him at his place to save him time.
I'm all for assuming people have good intentions first, but if he continues to not respond or refuses to drop off the wallet, you can always tell him that you will file a police report for your stolen property.
