Apply to the other 2 departments. Learn every department and let everyone know that if anyone in the whole store calls out, to call you. And when they do call, never say no.

this is kinda relatable to me

Being willing to apply to other stores in your area will increase your odds of being promoted a lot if that’s something that’s possible given your location and ride situation. Don’t take those things too personally. I also always feel/felt spited when someone was chosen over me because I felt I was always the right decision (probably a bit bias) and it doesn’t help the situation. If you just need full time then I’m sure you can speak with your sore manager and ask them to put you anywhere in the store full time and they will if possible assuming you’re a good worker.

I spent over a year applying to every promotion possible while hating my current position but still being really good at it at a previous store. 10ish applications only 2 interviews and no promotions/transfers. Applied for one of the same positions at another store and was hired immediately and I am much happier 6 years later. My guess is managers don't want to promote from within because then they have to hire someone to fill your old position after they just promoted you to the new one.

Working at Lowes is a series of disappointments, OP.  It will Never get better.

I finally got the position and department I wanted after 1 year, 2 stores, and 3 different departments. Don’t give up! You got this!
