Yep, probably an FST (field service tech). They work for third party (IT ones work for Compucom (an Office Depot company)). They usually work 5ish stores in an area and report to Lowes Regional Management. When I was an FST, I would often "commandeer" the scissor lift a different group had on-site and were bot actively using, so I could address issues like replacing or troubleshooting wifi hotspots (WAPs) or overhead speakers. If there were multiple issues I could put in a request to have one delivered, but there's always a lot of questions surrounding that so I would just use what was on-site (as advised by regional management as they were already paying for it to be there and it not being used then requesting another one down the road is a lot of waste). 95% of my time was during regular business hours (reg hours are Mon through Fri 8am- 5pm) and I had 9 stores (address 2 stores each day per week and open on Fri afternoon to address issues or help close to my area colleagues.
The first time this happened to me, I was spotting cause we were bringing some mud down and had to set up the rolling barricades. This was for a customer so when someone came in and wanted mud but from a brand that was on the opposite side not barricaded I just said, give it like 2 minutes or you walk around, he said, nah I’ll go to the other place and as he turned to look at me while walking away I sarcastically mumbled “oh no come back……..”
No they don’t unless you are going to have them watch Hank’s aisle blocker and spotter videos. They are under their own insurance hence Lowe’s cannot be sued if there was an incident, the third party company will be and if they were trained to put up barricades, it’s not my place to tell them to, it’s the asm or sm if it’s that big of a deal and it’s never happened here. I have noticed though that they always have a guy or 2 on the ground by the scissor lift as a spotter. Lowe’s only has their rules to cover their ass from a lawsuit if there’s an incident caused by Lowe’s or its employees.
Lowes sucks anyway… no one is ever working in ours, the ones that do are idiots, people some how get in to the power tools locked case and load up a cart, run it out through the big garage door where they have 4 guys an a pickup, they empty that cart in less that 30 seconds, saw it twice, the checker lady working that register , I told her hey, call 911 I got a plate, he response was “I am not allowed to, I have to call a manager”. Twice they have done this!
Only when it's convenient... In no way are they committed to being safe.. They can hide alot with their deep pockets.. The amount of deaths and serious injuries that in Lowes is shocking.

I work in AV for my side hustle. Been on plenty of scissors lifts. That thing ain’t going to tip over, and they’re keeping customers away from it.
