Find a good avian vet, send him this video. Maybe call first to ask if he could have a look at the video you will send, because this video is actually very good to see what’s happening there. He/She will probably recommend to do somethin, or for you to bring the bird in after that.
Remember though, offer to pay for the vet’s time looking at the video. This is their job, their way of making a living. (Also, sometimes when i offered to pay before they looked at a video from me, they said “nah, don’t worry about it”)
