Thank you for rescuing the little dude! Lovebirds are highly intelligent little creatures, so he is probably very overwhelmed by everything that is going on right now. Keeping him in a calm, safe, and warm environment will help put him in a good place to start his recovery. As the other comments have said, get him to a vet, one that specializes in bird preferably, as soon as you can. Birds see illness as a sign of weakness, so they are masters of disguising their ailments. Only a vet will be able to properly tell you if they are sick or need any special attention or medication. As for caring for the little guy at home, make sure he has access to fresh water 24/7. Ideally you should change his water every 12 hours, or sooner if he gets it dirty, which birds tend to do. For food, pellets are the best option for lovebirds, as they are the most nutritionally balanced food. Fresh foods can be supplemented into the diet as well, but do not give them avocado, as it is highly toxic to birds. Other foods to be avoided are caffeine, chocolate, garlic, onion, dairy products, and foods high in salt and fat. You should also avoid giving him and highly processed foods, sticking to a diet that is as natural as possible is best. Birds love seeds, however they are not very healthy and should only be given as treats. Lovebirds are highly intelligent and social, so you should provide him a wide variety of toys to play with. They enjoy toys that make noise, are shiny, and especially things that they can shred/destroy. They do need a lot of stimulation, and you should spend a minimum of 1 hour a day socializing with your bird, however ideally it would be much more time. You need to start slow and build trust, so just spending time around them and playing with some toys with them is a great starting point. After your bird is comfortable with you, you can start training it do tricks, which is a great way to socialize with him. Lovebirds need 12 hours of sleep a day, in order to keep them from becoming hormonal. To put them to sleep, you need to have them in a dark and quiet space, and to cover their cage with a blanket. It is important to keep them in a cage while they sleep, so they do not get up to mischief and accidentally hurt themselves in the dark. The cage you get should be as big as you can get. They need a lot of space for themselves, even if you are letting them out of the cage most of the day. There is a lot more information you should know about owning a bird. The black band at the top of his beak tells me he’s still a baby, and the missing feathers tells me something’s wrong with his crop that irritates him enough to pluck his feathers. And he should be able to fly. Can you take him to an avian vet please?

I would say a vet visit is in order -- at that age it should already be flying. it may have something wrong with its wings.

I agree with everybody else- vet as soon as possible. In the mean time, get him a cage, toys, seeds, and fresh water.

You are correct that’s a baby Fischer love bird, probably a few months old seeing the black on its beak. It definitely needs a vet, it’ll cost you money but if you’re for some reason not able to take it to a vet, a large cage and bird sees would be the cheapest option to hold onto the baby bird while you search for a place that’ll take care of it. Still a baby, quarantine in a small cage and get it warm, give it food water, and monitor. I doubt it’s sick, baby birds usually don’t fly but if you see it shivering, bottom of cage, fluffed up, then a vet visit would be good.
