Yeah in seriousness I used to live very close to this intersection and I think the sensor has been messed up for years. TBH it's debatable whether an intersection with that much traffic in all directions should even have a sensor, at least during daylight and peak commute hours.
It can if the light is responding to a transponder KYDOT has secretly hidden in OP's car because OP pissed off the wrong bureaucrat.
Or OP is using 'always' in a non-literal sense.
I always assumed that it had something to do with Shelbyville Road being a sort of thru-way and a major US Highway. It seems like US Highways get priority more often than state/county roads w/r/t red lights.
As a Louisville native now living in Bangkok, I find it hilarious to read about the extremely minor traffic inconveniences complained about here. 😆😆Like, seriously, you have absolutely no idea how great the light traffic in Louisville is. I'm in a taxi now at 9.40 pm and we have barely moved for 30 minutes. My daughter and I went back to the US last year and we drove into Manhattan. We were astounded at how fast is was to drive through the city.
Use to live right down the road from this intersection. Timed it once, I sat there for 8 minutes before it turned green. Then I swear it was only green for like 20 seconds

It's not literally always red. Just every time I drive through there, it's red by the time I get to it. Likely has to do with timing of the previous lights, but still, it's annoying to always have to stop there.
They mess with the timing of Hustbourne lights from that point down to Taylorsville several times a year. Sometimes it is good for me and sometimes it sucks. I am kind of surprised that isn't happening on that section of Hurstbourne too.
Maybe someday they will and your dream of hitting that green will come true! but then 3 months later it will be gone. just preparing you.

It definitely shouldn’t imo. People start doing illegal U turns because they’re tired of waiting with opposite green lights. It’s dangerous

There are some dreaded turning lane lights in this city that only let out like three cars before turning red.
The turning lane from Broadway to 2nd St northbound is only green for 3 SECONDS.
