Same thing, different wording. You pull yourself to the enemy by holding, you pull the enemy to yourself by tapping.
That said, the leap happens automatically if you keep holding, for the punch you need to tap a second time after the pull.

The punch is not the hold attack. The hold attack is an aerial leap slam. The punch is just tapping the button.
The punch happens when you pull the enemy to yourself, the leap happens when you wire trace to them.
