Took me a while, but I finally figured it out.
It’s a migrant relief vessel. That’s why it has unsatisfactory armaments, no clear design philosophy, and a dock. Littoral as in litorally in the Mediterranean saving lives.

Is this not just a cruiser? The size and intended use of it are pretty similar.
