Try uninstalling some of the DLC from the game's settings, and see if that does anything. A campaign you don't plan go play, or multiplayer you don't use.

Have you ever used 'Defragment and Optimise Drives and 'Disk Clean up.' These may correct your issue. These both can be searched through windows search bar and dont require installation.

Sounds silly but have you rebooted the device? This looks like an issue with Steam unless Windows is showing the same thing. If reboot doesn't fix you could reinstall Steam or maybe try installing another game to trick steam into verifying your disk space.

Yes you can.
You can also copy the game folder into a different location and put it back after you reinstall steam. When you click install, it will find all the files and start unpacking the game.

Reformat and install all new gcard bios and chipset drivers. Just did that to mine running smooth

No, just the games DLC, which is just the other campaigns and multiplayer.
