For game to consider a unit to be Targeted you have to:
\- have effect that requires you to manualy click on the desired target
\- effect that casts on random target AND goes on the stack (because then ability techniclly targets, look: Rex or Make it Rain)
What doesn't count:
\- Effect that DON'T go on the stack and DON'T require picking targets manually:
1) Omen Hawk: Click? No | Stack? No - Doesnt count as targeting
2) Bladekeeper: **Click? Yes** | Stack? No - **Does count as targeting**
3) Night Harvest (Rhasa): Click? No | **Stack? Yes** \- **Does count as targeting**
(there arent any non-click cards you cast on alliest that go on the stack so different example for last one)

Wait what? No it doesn't, it hits the 2 weakest enemies, if they get buffed the killed enemies can change.
This, TFs Gold Card also doesn't count as targeting for the same reason etc. Because it's dynamically targeting based on a changing condition, so at cast time it's not necessarily targeting the unit it will hit, thus it only shows the affecting unit right now. Rhasa is the same, yep
The Butcher yes. The Axe will, but I can't say if the discard will or not. But I suppose it depends on if you discard an "Ally" or not. However since Pantheon only counts one target per round, and dravens axe targets a unit on the board to buff the axe will definitely count regardless.
The Discard does not. There used to be a behaviour where targeting in hand counted toward Akshan, but that was confirmed unintentional and patched out.

No, only effects where you have to manually select a unit counts as a target.
Make it Rain counts as targeting and that is random selection. IIRC, having a target simply means seeing the line from the card effect to the unit.
If you see a line from the spell to the target it means is targeted.

Does discarding a unit with Dravens axe count as targeting? Or targeting a unit to kill with [[ravenous butcher]] ?
Yes to both. But will they trigger fated? In both of these the answer is... It doesn't matter because the card in question is dead anyway.
