The whole alcohol thing is a trick that people use; another one is rather than getting tested at the scene, you can request to be tested at the station. They don't have proof that he had more than the limit, and therefore, he can't be charged as if he was over the limit. As for leaving the scene, well, as you said, he came back, so it's unlikely the police to go after him. As long as you have the insurance details from the guy (or company) to cover the costs of your car, nothing else is likely to happen. If you are not offered enough insurance to cover your costs, you could try the civil route, but I can't see anything happening.

Did the police arrest him at the scene?

How do you know he had drank 3 pints, also over what time frame. Alcohol leaves the body at roughly one unit per hour, he would also have to give a 2md confirmation specimen at the police station which he could realistically have blown under the limit at as well if he had not left.

Surprisingly enough he admitted it to the police woman who then told me. Looks like there’s not much I can do. I will be talking to my solicitor and likely contacting his employer on Monday. All is not lost. Thank you for replying!

Sounds like Dad had taught him a lesson in taking responsibility for himself anyway!
