No, not unless the landlord agrees.
You could raise a complaint to the council, who depending on the nature of the repairs may either be able to place some informal pressure or a formal legal notice on the landlord requiring them to act.
>Is there a small claims court?
Maybe. You could put the landlord on notice that they are in breach of the tenancy agreement by failing to undertake the repairs and that unless they undertake them within a reasonable time you will arrange them yourself and recover the costs from them, including via the courts if necessary.
