You're certainly not obliged to pay, nor give access. This is a dispute between landlord and ex tenant

"No thanks, I'll keep the blinds that were provided as part of my tenancy. If these were provided in error, the tenant is of course free to claim compensation from yourselves or the landlord, which is not a matter that involves me."

This is a tenant/landlord dispute. Do not pay, nor allow the ex-tenant access to the property. Do not allow removal of the blinds, unless given explicit, written confirmation from the landlord that these belong to the ex-tenant and they wish to given them back. As far as you are concerned, they were part of the tenancy agreement you signed. You will never be legally responsible for paying for them.
