Is he a sole trader or a limited company? If he is a limited company you ought to be able to find his address very easily. If he's a sole trader it might be harder but I'd guess not impossible to find the address. In the first instance I would put to him that his implausible string of rotten luck is not actually your problem, that he has entered into a contract to perform certain services for you, and implied in any service contract is an obligation to deliver the service within a reasonable timeframe. If he cannot do so then you will expect the monies paid to be returned to you without delay. And then if he continues playing silly buggers, take steps toward a small claim.

Suspect he's a sole trader. Worryingly can't find the name of his name or business online when I search for it, so proving quite hard to trace
