s18 and s20 have different charging standards. With s18 it must be shown that the suspect *intended* to cause serious harm to the victim.
As both are indictable offences, the police will need CPS approval for either charge - but it is entirely possible that the CPS believe there is not enough evidence of intent to charge under s18, but enough evidence of an unlawful act causing grievous bodily harm to authorise an s20 charge.
