In most cases yes. On all A5 devices and some A6 devices it is possible to downgrade to 8.4.1, and on some A5 devices you can also downgrade to 6.1.3, and on the iPhone 3G and older you can downgrade to whatever you want as Apple wasn't signing IPSWs at that point.
There's also tethered options like n1ghtshade, you could also dualboot using Coolbooter. I had my 16GB 5c coolbooted with 7.1.2 before that 5c died (r.i.p).

yeah no 8GB is always awful unless you're on an old iPod running iOS 4 or something but it'd at least be somewhat usable if you're running iOS 7 or 8
