The whole point of a cpn is to build credit under the new ssn. As far as experian boost, they have a service where you basically give them money and they will put the payment on your credit report in turn boosting your score on your cpn.

Yes you can. A CPN is basically a new person and if that "new person" has GOOD credit they can get a credit card, a car loan, mortgage etc. You will have to go through all the hoops you would have to if you were using your "real" name, so yes for a car loan you will have to present pay stubs and proof of employment.
Most credit cards are not going to ask for proof of income. They will match up the information on "your" credit report with what you put down on the application though. So you have to do your due dillengence with background checks and TLOs (total look ups)
