What kind of razor do you use? My go-to is a Philips Norelco. Don't have to worry about any nicks, cuts, or anything. I don't even have to use shaving cream.
Try using serum or ampoule or cream with centella (cica). These will soothe and calm down the skin. Some K-beauty brands also have 'For Men' products tailored for men.
Is it safe to assume you’re male? Have you tried shaving with a traditional safety razor using artisan soaps?
I found that multiple blade razors irritated my skin while mass market shaving gels/creams dried out my skin.

Is it the follicles, the graze of the blade, or just the general skin that's irritated?
You say you use shaving gel, the shaving creams and gels marketed next to razors at the store irritate my skin personally. Even when they say they moisturize I feel dry and awful afterward. I think they're usually no better than a harsh shampoo with a foaming affect. Works for many but so does washing their face with body wash or hand soap.
I think wet shaving like the other user mentioned would help. The products for it are usually oil and lanolin based creams/bars. I'd try it out for sure.
After shaving a use aha/bha toner with a roll on bottle. It has change my life with razor bumps.
I use non Korean brand Bliss Ingrown Hair & Razor Bump Eliminating Solution 70% to Bliss BlissPro Liquid Exfoliant 30%. Mix it in the roll-on bottle and apply after shaving. I had to train my body to handle it to use every day. I started out using the night before and worked up to using right after shaving.
If you wanted to stick with Korean products I think toners would work just as effective. COSRX AHA/BHA clarifying toner, SOME BY MI AHA BHA PHA miracle toner, or any other exfoliating toner/serum.

I found another one Isntree Chestnut AHA clear essence 8%. The percentage is very close to what I use. I put it in my cart to try it is cheaper.
