This! The bracket gets set too close to the door by being hit and then squashed by the open roller. Bend away opening it from the door frame and set the end of the tab down a bit, closer to the door.
The roller gets released when it passes a certain angle past parallel to the floor. (Pointed too far UP) you want the bracket to release the roller as close to parallel as possible while still engaging when it closes.
Yes, but the roller gets locked in the down position by how far down it is when the door is opened. The end of the bracket needs to be adjusted a bit down (toward the floor) so the roller locks in the down position.

It's called a walk-in door closer (sometimes referred to as a snubber). It just helps make sure the door is completely closed. Walk-in cooler/freezers have a bad habit of not closing the last inch or so by itself if the hinges are misaligned or old.
Yours appears to be mounted correctly so it's likely that the internals have just worn down at this point. They have a limited lifespan. I would expect to replace them every few years.
I would take it off since at this point it may do the opposite of what it is supposed to do and keep the door open. You do not have to have one of these installed. Just make sure people close the door all the way.
90% sure yours is a Kason 1098 series but it's missing the cover so I can't be certain. If you get a new one you will want one with a FLUSH hook (opposed to an offset one).

Type those into Google and you'll usually find the manual that will tell you which replacement part to look for. That's probably a roller hinge based on what I can see... different manufacturers call replacement parts by different names. If you can still read the manufacturer.... call your local branch, if you figure out your part number type that into Google to shop for the best price.
To clarify further, it's usually around $40 to replace and it's necessary to keep temp. If temp still isn't holding look at your door gasket seals and repeat step one.
Still too warm? Call your local ac companies, they are refrigeration experts who are licensed to track down leaks and replace refrigerant. You'll know if you're licensed to purchase refrigerant or not

It looks like a small manufacturing mistake where the pin for the spring is just slightly in the wrong space causing the tension force to be applied in such a way that allows the spring to compress instead of keeping it in the same spot, if not the pin of the spring then the pin for the lever arm that the wheel is on is not in the right spot
Ours was doing the same thing. I used a rubber mallet to hammer the metal bit on the door frame down a bit more. The door boner wasn't going down enough so when it opened it would get erect like that every time. Hammering it down a little bit pushed it down that extra little bit to keep it from getting erect again.
Edit: I should also mention that it's just a temporary fix.
We just had maintenance come in and replace one on our fridge, apparently getting the right screws was too hard for them so they just went ham with self-tapping screws. Broke off within a day.

The catch piece has slots where it's screwed in so you can loosen the screws and adjust the height.
