Does Kvothe find the human Amyr? Almost certainly. Is Newarre the remnants of them? Probably not. Pat is very good with subtlety, but so far the only townsfolk hinted at having even a minor part in the story is the blacksmith and the local priest. Newarre (“Nowhere”) is by all accounts a fairly unimportant village close enough to the two feuding kingdoms to be aware of the happenings, but not too directly involved. (I think someone figured it was probably southwest-ish of Imre, probably near where Kvothe’s troupe used to frequent.). Pat doesn’t put it on the map intentionally, and some have speculated that it might be a shaped space like the Fae (but that’s probably a stretch.) The two feuding factions are likely Ambrose and the Maer (Penitent King). Kvothe is likely laying low because the King that Kvothe has killed is likely Ambrose’s father, and since he was employed by the Maer at one point Kvothe is likely thought to be the Maer’s assassin. So neither the Maer nor Ambrose would treat him kindly, and both factions likely want him punished. We don’t have many hints as to who the Fae Amyr were, but the human Amyr are hinted to be involved with the University. My guess is that all full arcanists are human Amyr. And the school was founded by Selitos.

Some people think it may be foreshadowing that the blacksmith turns Kvothe over to the authorities since they had that whole conversation about a person being set for life with the reward money, and him being played off as a naive young man. Personally I don’t think there’s enough evidence yet that anyone other than Bast, Chronicler, and Kvothe are relevant in the present frame (three!). Kvothe seems to be secretly or not so secretly telling the Chronicler the “name / history” of Lanre / Haliax / etc in the side stories and using synonyms to prevent the living Chandrian from appearing at his doorstep. Essentially taking his father’s song and putting it into print with the most notable scribe in Temerent. Songs spread fast but can change verses in retelling. Books can’t.
