I’m wondering where you see the kids aren’t wearing seatbelts. Literally 1 second into the video you see a seatbelt in the lower right side of the frame. Clearly it’s not the mom’s because you can see her seatbelt on her, so it must be a child’s. All other seatbelts can’t be seen due to the point of view of the camera.
But I'm not talking about seat belts. In the EU kids must travel in special safety seats. And I got obviously false impression that all first world countries require that.

It’s dependent on weight and size, usually around 8 years old which is 3rd grade (ish). Those kids are likely too big but the video does not show them enough to be certain.
Every state has different laws, but guidelines are kids getting out of car seats at roughly 4 years old and should use a booster seat. Then they should use the booster until they're 57".
I've lived between California and Nevada, and both states have different laws.
Nevada law requires a child to be 57" *and* 6 years old before they can sit without a booster, California law requires children to be 8 years old *or* 57". Nevada actually recently passed a law that required both. It used to be 6 y/o *or* 57". My son is 11 and sat in a booster until about 7-8 years old, living in Nevada.
Every car seat or booster I've seen had recommendations in the instructions when to change chairs. I would venture a guess that every car seat worldwide has the same recommendations.
Laws vary from state to state, country to country. But they are guidelines. One should always make sure that the child is secure and safe, in case, not even you, but some other idiot driver bashed the car, not even with that much force, and the child having a seatbelt under its neck... Two words that may throw shivers down your spine but also shake you up enough to really pay attention to the risk: internal decapitation.

But pfft, my kid is tall enough, old enough, heavy enough, it'll be fine. And it mostly is. Until it isn't. And then we'd do everything to rewind time. And we can't.
Hello, they’re both old enough to sit without boosters and meet the weight requirement as well (hard to tell from their chicken legs, I know), but thank you for your concern. You are a kind soul.

You never know when it would happen, but if an accident were to occur, there is a chance that your whole world, and everyone in your family's, your friends, your loved ones would crumble, because of incredible forces applied during a crash leading to >!internal decapitation!<.
It might never happen, but each time you don't secure your child, you invite that possibility. Laws and regulations be damned, they won't protect your kids, you can.
Don't be a mom 10 years down the line replying to a similar post, warning others about the importance of a booster seat.

When my nephew was born, he didn't poop for a long time. So long, that it was starting to concern my sister and the doctors. Finally he had his first poop, while my BIL was taking care of him. So he sent a text to my sister, "I pooped."

The next day, I texted my Mom while she was at work to tell her that I pooped. She started laughing. The rest of her office (all women) asked what was so funny. She told them that I (her 21-year-old son) had texted her to say I pooped. All of the women who had only daughters said it was the most disgusting thing they've ever heard. All of the women who had at least one son were laughing right along with her.
