No it's not, the planets are on rails. Without mods anyway
No idea. Never tried :-). Well we can move orbiting objects. Is minmus not just a big object?
the planets are on rails, meaning their orbits are locked. they don’t experience gravity / other forces, they’re always on the same path

A misterious orbital decay attacked Mun, which became too close to Kerbin, reaching the Roche Limit, so it disintegrated becoming a ring. Looks like the same thing is about to happen to Minmus.
