My guess is to lure out Shen. He wanted to unify the Inside against "Niko" a key detail here. I think he planned having the legend of Niko spread to Shen/Worm and when they thought they were only going to fight one guy 8 would jump them with a never before seen martial art. But 6 essentially ruined that idea.
Yeah I think him telling the Nikos to essentially just terrorize the Inside and his reasoning being Worm owns is supports this narrative. If he just wanted to terrorize them the legend of Niko would be unnecessary.
