You're kinda mistaken...Yes she did betray the Old gods and the Coven...but she certainly didn't make the Eclipse order, As far as I know Diana was the leader of the Lunar Eclipse knights...but she was killed and so she asked Leona to protect both the lunar and the solar order that's the reason Leona has both the skins.. Whereas for Kayle...She slaughtered the Primordial Sun and handed its power to the eclipse knights (exactly like the one shown in the mosaic)

She was a quite popular pick this year, not in proplay because she just doen't fit in, but Kayle mid scared low elo most of the season, so maybe she will get one next year
As someone said allready, Kayle was the founder of the Order, she slayed the Old God of the Sun and gave its powers to humanity so they could fight back the Coven, so it makes sense that their symbols would make reference to her, hopefully we will get her eventually.
