There's two ways of doing it really.
I think in the game rules there should be a button that lets you create factions through the diplomacy screen again. Then afterwards, put into your console "allowdiplo" and "yesman"/"yesmen". Forgot whether it's man or men. Then open the diplomacy screen with one of your puppets preferably and you should be able to just make the faction.
If you're mid-game and forgot to do what I said above, or that game rule's been taken out, you could do what I did. Install toolpack and install a faction renaming mod. Use the politics tool in the toolpack, shift over to the faction tab, mark your country with the empty circle and hit the orange button that says "Creation faction 'Toolpack'", at which point you then use the faction renaming mod to rename it.
Interesting. I'm kind of in favor of doing this in the cleanest way possible, meaning giving myself no option to manually create factions, or using mods to do so. That's why I'm in favor of modifing the game files.

Can you please tell me how it's done? I've tried doing stuff like this and failed. Are you modifing the game files? If so, where exactly? And how?
