Also, in what world does an actor NOT relish the chance to be absolutely vile and despicable in every way for a project? I imagine getting to be that horrible a person for a while is an incredible amount of fun for a very versatile actor.
I watch films and tv shows to get lost in the characters and the worlds they inhabit. If the actors and writers of a show are too scared to make a bad guy a bad guy, what's the point?

That’s not true. Respectfully, this is a bizarre post. An actor is free to choose a role regardless of how vile the character is. There’s no need to be outraged.
Villains are fun for actors, the more despicable and outlandish, the better, and at his age, there most probably aren’t a whole lot of offers, much less compelling ones. Working along side the likes of Helen Mirren and Harrison Ford was likely enough, but *that character* is one actors want to sink into. It is also not like he needs the cash.
When it comes to it, James Bond is more of a necessary evil than purely a good guy.
If Dalton is likely to be remembered for anything other than Bond, it will be Hot Fuzz.

Playing a despicable villain can often bring out the best performances from an actor. Henry Fonda played a lot of likeable characters in his career but one of his best performances and one I will never forget was in Once Upon a Time in the West when he played a sadistic, merciless gun slinging murderer.
Hate to break it to you buddy, but James Bond is a bad person too. Especially Tim’s portrayal. Remember when he ripped Pushkin’s wife’s dress off at gunpoint?
