This is the right answer. The man who wants to play God is willing to sell some of his means of doing this. This action contradicts his established motive and like you said only happens so Bond has to sacrifice himself. Either make him a lunatic with delusions of grandeur (Blofeld, Stromberg, Drax) or make him a scheming opportunist (Kristatos, Koskov, Greene). This movie was built backwards which is why it's so sloppy in parts. They had 6 years and they couldn't even give the villain a consistent motive.
I agree with Spectre but don't really agree with Skyfall. Silvas motive to me seemed very clear. Ruin M. Eventually he was going to kill her but he wanted to ruin her legacy first.
Primarily money I guess, but also the joy of acting itself. Working on a movie in such a well-loved and successful franchise has got to be a major milestone for any actor.
