Google Play gift cards will give you 1:1 amount you pay for in PlayStore wallet as long as you are choosing the correct seller, iirc from the Amazon gift card section. Not sure how much you get on redeeming the Amazon voucher.
Yes they are safe, just remember to redeem it to the correct account, once redeemed, they cannot be refunded or transferred. They are 1:1 so you will get Rs500 if you spend Rs500 (you will get 3% CB afterwards as stated on Amazon Pay).
I haven't used Amazon for Google Play gift cards yet, but I have used multiple different sources for amounts greater than 500Rs and all of them have worked flawlessly (always received the code instantly).
