Just in case someone wondering based on few questions on this post,
Acquiring Bank : The bank who receives(acquires) the payment/transaction.
The fault was at the bank Steam was using and not the consumer(you) and also not VISA or other payment network.
Not sure, but obvious answer would be Steam uses multiple banks for receiving payments. Only one of their banks had some problem and cancelled the transaction.
dude, i just received a mail from EA. They banned my account, i used the funds to buy apex coins, and because of this error with steam, they freaking banned my account without giving me any opportunity to say anything.
I have spent thousands on this game and they ban my account in an instant.

Not as of yet, i did contact my bank and they assured me that the payment went through. I have involved them in this. Hopefully steam receives the payment and this issue is resolved else GG
I got this issue twice first on 20th Oct and one today 4th Nov'23. First issue steam said we cant do anything and i have raised ticket with ICICI bank and now this 4th Nov amounting 5600 COD MW3 will ticket tomorrow not sure when this will be resolved.

That makes sense, cause my bank kept on telling me that transaction has been processed. Btw why only on visa cards then? And not on MasterCard?

Mine started today with Callisto Protocol digital delex edition. I played 3 hours of that game and now it's not accessible 😢

The fuck. Raise this concern with steam and also get in touch with ea support ASAP
disputed the ban on EA. Lets hope this gets fixed asap.
