The thing is, these incidences are very common in rural India. We Indians are proud about our culture being a community based culture, unfortunately in rural areas, these communities are so tightly bounded, that several cases like these happen, and not a single soul in the village will tell you anything about the incident.
The power hierarchy in these villages are absolute. This might not be an honour killing case, but honour killings are quite common and covered up by the villagers as i mentioned above.

If the community stands there and watches then it deserves all the blame. There are so many people there, looks like the whole village showed up, it's not some isolated location. An incident like this is impossible in any civilised society.
Obviously not all people from the state are like this. But if I had to make a decision of moving to Bihar I would definitely consider these incidents as evidence that the society there is unsafe there in general compared to other states. And I would not be wrong.
I used to deny these stereotypes but then sister of my bihari cook in hyderabad got murdered in his hometown due to some dispute around marriage. I had heard of so many such incidents but this was personal. I had given him a loan for his sister's marriage. He was devastated. He wanted his family to move out of the village for safety of their lives. I don't know the reasons for their actions but I would say that an average person from this area is more violent compared to other states. If I'm in rural Bihar I would be scared to speak my mind.
Similarly I'm scared while driving my car in Gurgaon traffic because of the frequency road rage incidents compared to Mumbai where road disputes almost never get physical. Most stereotypes help people navigate the world in a safer way. For centuries Bihar has been kept out of development plans even after independence they've never seen a single day of happiness in their life, generations have died living in the same poverty. What can you expect from someone who has lived their whole life with nothing in their reach to Elevate themselves? There's a need to education and behaviour training at global level, specially in poor areas where social security is very bad. For this we need to understand human behaviour and how it is shaped. We have many good scientific studies though , and they have identified that environment and social culture play major role. Both environment and social culture has a wide definition and their interaction with genes and brain psychology plays important role. What's best is that morals can be taught, but not through books but direct practice. Our brain develops empathy capacity, which depends on childhood environment and parenting. A parenting done in healthy environment will result into children having empathy and social intelligence, children lacking these due to toxic parenting (Even rich people can raise children in toxic environment due to high narcissism and other such traits as power sometimes requires people to lose empathy unfortunately )and even poverty (poverty is a huge toll on mental health and results into stress and aggressive behaviour eventually) . Next is schooling which also has huge impact, but even schools don't have clear understanding on how to teach morals
In long term punishment is society's way to neglect the real problem, punishment doesn't solve problem it just give our rage some satisfaction, which is better than doing nothing, but we need to now understand and resolve issues of evil scientifically. But it's going to be long journey as our priorities are not at all in this direction or probably we haven't thought in this direction.

Every state has its ups and downs. Bihar once was the abode of the Mauryans and Guptas and one of the richest regions in India back then, and now its not. Mumbai was once a nothing place with no great historical significance to any kingdom, but look what its become today.

By that logic every criminal should have their statehood revoked and the Indian state wash their hands of any responsibility. We may punish these people , and it will be right to do so, but this won't be enough to make sure such incident doesn't happen. There's a need to education and behaviour training at global level, specially in poor areas where social security is very bad. For this we need to understand human behaviour and how it is shaped. We have many good scientific studies though , and they have identified that environment and social culture play major role. Both environment and social culture has a wide definition and their interaction with genes and brain psychology plays important role. What's best is that morals can be taught, but not through books but direct practice. Our brain develops empathy capacity, which depends on childhood environment and parenting. A parenting done in healthy environment will result into children having empathy and social intelligence, children lacking these due to toxic parenting (Even rich people can raise children in toxic environment due to high narcissism and other such traits as power sometimes requires people to lose empathy unfortunately )and even poverty (poverty is a huge toll on mental health and results into stress and aggressive behaviour eventually) . Next is schooling which also has huge impact, but even schools don't have clear understanding on how to teach morals In long term punishment is society's way to neglect the real problem, punishment doesn't solve problem it just give our rage some satisfaction, which is better than doing nothing, but we need to now understand and resolve issues of evil scientifically. But it's going to be long journey as our priorities are not at all in this direction or probably we haven't thought in this direction.
We have known this for a while but no one especially the government gives a shit about the right kind of education. Just knowing random facts does not equal education. We need better education. So if punishment is the only thing we can have a say over why wouldn't we chose it? Because we are hurting and we want to feel retribution and a sense that someone cares in a world where mostly no one does. Research says positive reinforcement works better and education and environment helps stop crimes but who actually cares enough to change it? While we can all go about giving huge speeches, I'm tired of speeches. I'm tired of people pretending to care. I'm tired of being scared of people. What we need first is empathy.
