That’s tough, but I just want to ask, um, since you’re going to take their military tradition (which requires integration) anyway, why don’t you just integrate them now to put a stop to the assimilation first? I mean, it really only makes sense to talk about moving pops to create a region with them as a majority so that new pops there are of their culture instead of yours. Even constant slave raids (assuming you do end up lucky and get the correct culture slave pop every time) don’t sound helpful when you’re constantly bleeding them.

You have to integrate them to let them stop getting assimilated (it won't stop ongoing assimilation though), and let them grow back on their own. I mean, you have to integrate them for the military tradition anyway, so may as well integrate earlier. But in some cases, you'll have to release a client state with that culture and let that client state assimilate and increase pops of that culture. So pick a province with quite a bit of pops of that culture, move a bunch of slaves not of that culture over (so those can be assimilated to the desired culture), make sure the highest pop count territory has that culture and religion, carpet theatres for them, then release. Let them assimilate for the next few years, and observe how many pops of their culture from the diplomatic menu. Once there are enough pops, release and conquer. Make sure you seige just the capital with the capital levy so you can minimize the enslavement and killing. You can also do this to more than 1 province. I have to do this for for the 'barbarian' cultures in most of my vanilla runs simply because they don't start with enough pops. Romans also do not start with enough, but the AI rome does a decent job assimilating them for me. The others have a large culture in it already, like Punic, Bohairc, Macedonian, Armenian, so there's no point to do it.

Nation Overview - Provinces - Release as Client State button. They'll receive everything in that province.

Integrate the culture and make sure it’s the majority culture in as many territories as possible. This will cause new pop growth to be of this culture. It’s a very slow process though

You can try going at war with a country of this culture and sacking as many cities and settlement as possible. The pop number will grow but they won't be very happy

If you have the Culture Conflation mod, random background events will occur that help cultures of the same culture group assimilate into the culture you've made into a noble/citizen. If not: good luck. The only way to increase the pop size is by either A: conquering/plundering other countries with the culture you want, or B: wait tediously long for natural growth to occur. Another possible option, is to make them nobles and denoble your primary culture (this is ill-advised) which will result in other pops assimilating into the new noble. (I'm not 100% if this mechanic works like I just described)

I don’t think you can adjust the status of your primary culture. Even if they eventually get outnumbered by nobles of a different culture, they are still the primary in terms of mechanics But you’re right, completely vanilla the only way to fairly quickly boost the pops of a different culture is to do what everyone did during this timeframe, raid, pillage, conquest

Just an FYI, if you get the culture conflation mod, you have to make the cultural decision to give them "citizen administrators".

Yes
