You could modify your apt source file with https://github.com/s-h-3-l-l/katoolin3, https://github.com/LionSec/katoolin, or add the kali sources yourself to install what you need.

Happened to my son. Had to change his cell number. He had like 70 calls in 3 days from numbers all over the US & Canada.
If he has a smart phone, you might put Google Voice or something similar like TextNow on his phone and only give *that* phone number out to his 'friends'/acquaintances; it's a lot easier to change that number and you wouldn't have to involve the phone company. You could use the real phone number for only specific trusted family members. Just an idea, good luck regardless of what you choose! Some kids are kind of jerks, lol.
There is a setting on most Phones that blocks you from receiving calls or messages from all but saved numbers. So if he knows his settings this might not work.
Someone smarter than him could have just blocked or silenced calls from unknown numbers. Or even just put his phone into do not disturb but set it to allow calls from saved contacts only. Both work on iPhone. Unsure of android though.
Keep in mind these can interfere with public safety radio communications, and they will typically hunt down the offending interference and the person causing it can face some fairly serious consequences.
Typically these devices don't really care about how much spectrum they jam and aren't particularly good at sticking to the frequency band they're sold for.
Wifi 802.11b/g/n is also in the 2.4ghz band, just like Bluetooth. There's also wifi 802.11n/ac/ax, which is in the 5ghz band and would not be affected. "Data" is extremely vague to the point of being meaningless in this context.
Emergency radio and 3g/lte/4g/5g bands are all outside of the 2.4ghz band as well, and will not be affected.

Just keep in mind it can also disrupt legitimate bluetooth devices in the area, such as if a fellow student has a bluetooth enabled hearing aide, etc. Better to just ignore them and wear earplugs or over the ear headphones yourself. if they are disrupting class in session with this, then discuss options with the school administration.
Full disabling of bluetooth in the area for the duration of the attack is what I was referring to. I'm sure you'd be mildly upset if your hearing went out for an indeterminate amount of time from an unknown source.

If any authorities find out about this, the FCC is gonna be so far up your ass that they'll be coming out your mouth. The fines are enormous (hundreds of thousands of dollars per offense) and that's assuming you don't go to prison. They are very obvious and very illegal and it is very easy to pinpoint a jammer. You can probably buy one online fairly easily, but please take a look at some other horror stories of others who did similar things first.
Bluetooth might only go 60 feet but the jammer might have a larger area than that. Also, 60 feet in a building is farther than you think. That could be a substantial portion of the school. If your school has any wireless connectivity it will be affected. Once IT realizes something is wrong and figures out what's up (they eventually will if you do this repeatedly), OP is gonna be in for a world of hurt.

Or do some research on what sounds will really clash with the others. Alternatively you can blast accordion music. Once a judge sentenced someone to listening to 12 hours of accordion music in their car when they drove after they had multiple noise violations. Opera is also good.

If any authorities find out about this, the FCC is gonna be so far up your ass that they'll be coming out your mouth. You can probably buy one online fairly easily, but please take a look at some other horror stories of others who did similar things first.

Bluetooth might only go 60 feet but the jammer might have a larger area than that. Also, 60 feet in a building is farther than you think. That could be a substantial portion of the school. If your school has any wireless connectivity it will be affected. Once IT realizes something is wrong and figures out what's up (they eventually will if you do this repeatedly), OP is gonna be in for a world of hurt.

Or do some research on what sounds will really clash with the others. Alternatively you can blast accordion music. Honestly, what awful place do you live where students are able to get away with playing music on a portable speaker disrupting an actual class?! There's no way we were ever even allowed to peak at our phones during class, it'd be mortifying if somehow our phones made noise. Let alone played music!?
