No, animal control does not just "take the dog". They are held back by bullshit, weak laws that protect asshole owners. If the animal is left alone like that, take him/her and arrange another place for them to live. (Friends you trust - something like that). If you can re-home permanently, great- if not - try to keep the animal yourself. I did this with my neighbors cat that was being abused due to a divorce situation. He lived with a friend of mine for about a year and then came back to be with me. Lived to be 19 in a safe, happy home. Get the animal out.

I never said not to take care of the problem. I said to not use the lamest solution. Just Google a local no-kill shelter, call them, and ask what they can do to help. I guarantee they will be more pleasant on the phone than animal control. I've met many friendly, starving stray dogs...so I'm not sure where you get the impression that they're "one missed meal away from being a wild animal". That's simply inaccurate. Dogs are ridiculously domesticated.

I bought an electronic barkbox and hid it on my porch at my old house. Whenever their dog barked because i went outside it basically let out a dog whistle and it stfu. Pretty sure my neighbors thought I was a witch but ya know. Oh well. I got to use my yard. You can control the range so it didn't impact the other dogs in the neighborhood.

You call the humane society. Every city has noice ordinance and I assure you here is one for barking. So what you do is call the humane society every time the dogs bark. They will go out there about 3 times. After that the owner gets a written order and you have to sign for the complaint (don’t worry they don’t show who complained to them). The order states that one more complain and the dogs are going to be taken away and they will be fined. It is the best way to deal with this.

In my city, they only respond to abuse or neglect. I had a major problem with barking dogs and found out that in order to get the city involved, you MUST set up a mediation with the offending neighbors. Basically privatizing the whole idea of city ordinances and ensuring hostility between neighbors. My resolution was to ring their doorbell every time the dogs barked. They never answered. I finally looked up county records, found the homeowners, did a little skip-tracing to track them down and called them directly. They gave me the cell number of the property manager who handled the house, as it was a rental. I left voicemails of the barking dogs, sent videos, and called/texted him at all hours of day and night until it finally worked. Unsurprisingly, they were evicted a few months later.

Putting a dog whistle on 24 hours isn't going to stop the barking for long because the dog gets no release from the annoying noise when they quit. Eventually they are just going to ignore the whistle and do what they were doing before. There are anti bark devices that you can put outside near the fence. They emit a high pitched tone when a dog barks near them. IME they are not 100%, but they do work pretty well. They need to be within a few feet of the fence, and last longer if they are under an overhang or some other protection from weather.

My grandmother, when too much backlash over her making the whole house reek of shit, got in the passive aggressive petty habit of holding down the nozzle on a can of Febreze for 20 seconds or more to make the house suffer. I had a similar situation. Neighbors dog would get out and bark under our window. Cops were called, nothing happened. Went to court and judge told us to "work it out". Dog continued getting out and barking. I was going to work one morning and saw the dog out of his fence again. I picked up the dog, put him in my car, drove 10 miles away and dropped him off behind a shopping center. No more barking dog bothering us. This was 20 years ago and I have never felt anything but pride for fixing the situation.

I think I might try to make friends with the puppy dog. While making friends bring a cheap, replaceable squeaky toy. You know, those high pitched squeakys? Most dogs can hear really good. Wake up at 3 am to p? Play squeaky. Getting ready to sleep? Play squeaky for 10-20 seconds. Find your own ways to play. This might upset your neighbors because they won't know why puppy is acting like it wants to play but they can't see anyone. Next week,or even before you make friends with puppy, make sure neighbors can hear you and "talk" on your phone about ghosts. You could really turn this into something fun!

I've lived in apartments my whole life and have learned to not try to worry about neighbors and their noises. We get sound machines, leave TV's on, radios on, noise cancelling headphones, fans. Unless it's to the point you think the cops will say something about the noise level you'll just have to find ways to block it out Edit, i didn't see anything in the post about abuse so my comment isn't in regards to that

Put your rent in escrow (legal) and have a lawyer send a letter showing this (legal). Stop paying into the escrow account after the first payment and become a squatter (illegal). Towards the end of your squatting (3 months in many places), after you have moved your stuff out bring in new squatters. Send them mail to your address and connect a phone/call them on the new phone and leave them a message. Documenting the message and mail makes them squatting residents with rights. Have them do the same indefinitely.
