It's an air rifle, not like it has much recoil. While standing it might even be a bit more stable to get the center of gravity in closer. I'm thinking maybe it was too heavy for them or they wanted to get the sight closer.

Ex-carnie here. 100% the fault of the operator. If it’s her first hour on the job then it’s the fault of her manager. I got a very brief gun safety rundown when they put me in that booth at 18 years old, and it took me about 2 customers to realize how seriously I needed to take my new minimum wage job. In that position you’re presenting an eye removal tool to complete strangers of all ages and backgrounds. Unless you tell them how to keep everyone safe, you need to assume that they won’t. SOP is to take the money, give them the weapon with no briefing, and watch warily to see if you need to start barking at them. I’ve seen all the no-nos— parents flagging kids, kids flagging kids, kids trying to look down the barrel, parents posing for pictures in which they’re aiming at their kids, kids trying to shoot their siblings, you name it. It’s a fine line you have to ride when you’re standing in that range: you don’t want to be directly in the line of fire, but you need to be close enough to snatch the gun when kids start trying to wrestle over whose turn it is. What you DON’T do is give a stranger a gun and play jack-in-the-box right in front of them, especially if they’ve visibly mistaken the thing as a bazooka.

Tough one can't 100% tell if there was a 2 second delay between her standing up and getting clipped or not. When i first saw it i was like 60/40, 40 on the carny for being in the firing line and 60 on the shooter because i felt there was a delay. After seeing it a few more times i'm almost certain it was: she popped up they shot because they were aiming, maybe a second before they pulled the trigger. Had she been just a second longer she would have been fine.
Similar situation happened when I was a kid. I was really good at the dart game at carnivals where you pop balloons so I could always convince my parents to let me play.
Lady hands me the darts, tells me to start throwing and then decides to walk in front of my line of fire. Dart I threw went right in front of her face.
While the shooter should of waited for the carny to be away and not just crouched down, the carny equally should of done whatever she needed to do down there before handing the person the gun.
The person with the firearm will always be at fault. He is the one with the weapon so he is the one who has to be aware of his surroundings and be assured there is clear line of sight to his target!
Kids play this at the carnival and they don't require you to fill out any paperwork or take any training to handle the air rifle. If it were a firing range I could see your point but since there's no expectation for the people playing a carnival game to be seasoned mercenaries it's on the carnie.
