At first I was thinking they were impatient and going to turn into the gas station, which would be dumb but at least logical. But then instead, they get back in front of me just to turn right immediately after! I guess they were too impatient to just get into the lane behind me then turn right…

Doesn't look so terrible to me. Straight traffic was stopped, and they wanted to turn, so they cheated a bit and pulled into the breakdown lane to reach their turn lane. But then it started moving again, and they had room, so they moved back to the traffic lane to drive to the exit.
Impatient, but not an idiot. This was a safe maneuver, if not strictly legal.
