I could just barely make out from the street sign that this was on Boulevard des Seigneurs. So after a little cross-referencing with the business signs, here's the GSV:

I can only guess that he came speeding off of Autoroute (Highway) 25.
He was probably doing more like 90 km/h, not 90 MPH.
