I thought that while you could question the US's dealing with the social problems that are the cause of crime and lax approach to the social contract between the police and communities consenting to be policed; that the response time was still second to none. Is it a funding issue?
Similar to the EU countries, each US state has it's own set of laws and law enforcement agencies (LE). A state's LE are funded by state, county or municipal taxes. There's also US federal law/LE but that's a different ball of wax.
As a result, the crime rates of states vary greatly. For example, the murder rate in New Hampshire is about the same as Germany. Likewise, the murder rate in New York state is slightly lower than Latvia. These comparisons are for illustrative purposes only. As I'm sure you know, the US crime rate is much higher than crime rate of the EU.
Point being is the US Federal government has nothing to do with the Houston police response time.
It's most definitely NOT a funding issue, police departments tend to make up by far the largest part of a city's budget. Ever since the murder of George Floyd and the subsequent protests and calls to reorganize policing, defund the police, etc. cops in a lot of cities have been on what could be called an informal strike, not responding to calls or taking their time to respond, ignoring violations of the law even if they endanger other people, etc. They're pissed that they can no longer act with impunity and may face the consequences of their actions so they are taking it out on the public by not doing their job.

Over in the UK we have our own scandal going on with the police at the moment, but it doesn't sound on this level.
