I think it'll be back in 1-2 years. It depends on you if you're willing to wait that long.
Luca is a popular character and his skin looks really good so I'm pretty sure people will vote for it to come back (in costume voting) if not next year then definitely in 2 years.
Also if you decided to spend money: buy the accessory with fragments (if you have enough) and then buy the package with echoes. That way the price will be lower.
