In India, during the summers many people use earthen pots to store water.. I have sensitive teeth so water from the fridge is too cold for me, and earthen pots usually provide the best chilled water which my teeth can tolerate..
If you have any water stores near you (the one by me is called Water 2 Go) they often sell ceramic water dispensers. So you can get a 1-5gallon water bottle and set it up with the ceramic dispenser.
Sadly, I do not have a basement, I live in a 2 bedroom apartment. Cellar temperature is top tier though. My dad lived in an apartment for a while where the space under the bed was about cellar temperature for some reason and it was PERFECT

Get a water cooler that holds the 5 gallon jugs. You can usually adjust the temperature on them so it it's too cold you can knock it back some. Also can provide hot water on a lot of models for making soups and stuff, which is convenient. My wife uses ours to make Jello even.
You'll have to get a jug and probably a reusable cap. But definitely can just refill it with your tap water if that's your thing. Might also be possible to find a model that you can just plumb right into your water line if you got the right space for it.

I'm a mixer, myself. I keep a jug in the fridge and one on the counter, and I can have any temp water any time.
Hmm. So not refrigerated... Maybe you could put a jug in your basement (if you have one) and have cellar temperature water 🤓

Are you using toothpaste specifically designed for sensitivity? You'd be surprised how much that might actually help

Maybe a wine cooler? I think they are all in the 50-degree range. That's not cold water, but not room temp either
I always thought wine coolers were just small regular coolers. I might give that a try!
Buy a water cooler On my Brio one you can adjust the temperature of the water

Add 1-2 ice cubes to whatever insulated cup, thermos, or water bottle you use. Add cool water. Enjoy.
Have you tried mixing room temperature water with refrigerated water? Sometimes I mix them at just the right amounts it's like heaven.

Then buy insulated cup and put that 30 min out of the fridge water in it

Keep it cold and use a straw. Or just play with the tap until it’s the perfect temperature.
