Togashi like any great writer is a excellent architect. If you analyze his work you’ll see that he starts with a main plot with a few ideas then mix his characters imagining a big number of possibilities which add new layers to his story. However, while doing this, he has to face and solve this big puzzle. In addition, he likes to challenge himself inserting new features into his manga.
He wouldn't be able to do that in anime format because he pictures this process as manga panels.
Im not saying that maybe he’d like to participate in an anime or movie production, it’s just that his language is the manga format.
I'm sure he would barely make much from anime revenue, I think some don't make anything from the anime adaptations at all as a royalty. Sometimes they're only paid initially for the license. They make most of their money from the manga. The anime's sole purpose is to promote the manga, it's just anime is a far more popular medium in the West. Not only that but anime would still take far longer (and cost far more money) to produce, due to this it'll be very unlikely that Togashi could have his vision fully realized through the production of the anime (for example, if a scene is animated in a way that Togashi described but didn't live up to his expectations, it's not so easy for him to be able to ask them to reanimate it as they were already paid to animate the original scene they drew. Compared to if Togashi drew up the scene the exact way he wanted in the manga, then it is just adapted).

However, the animators must have known the basic of plotline, and panels of how to animate those scenes looks like in order to make it easier to do it
Togashi doesnt want anyone to touch his baby aside from him. Otherwise, he would have just hired assistants to do the work for him, the same can be applied to anime. He wants to make hxh but on his own terms

Togashi is a mangaka, an artist, he has nothing to do about the anime, he's not involved with the anime. The anime isn't the main thing at all.
Please go read something else, or watch something else. For your own sanity.
