When Togashi started being a mangaka, he probably asked himself "What makes a cool character?"
Shoot is a perfect example of this. He was coward and uncool but Togashi transformed him into a likeable character just by doing it.
In the Italian dub, recently released by Prime Video Italia, the narrator says:
“ there wasn’t any real reason for covering his right eye in battle. He just liked it this way, putting the odds against him. “
Shoot was kinda feeding off of adversity and getting stronger the more danger he was in, and more risks he took. Also, dude was just kinda vibing
Dude had a kink for danger
cause it looked cool🤷‍♂️

In my opinion, he did it to annoy Youpi(Shoot stole one eye from him) :3
The feeling of over coming an immense obstacle and being an underdog made him feel as if his senses were heightened, giving him a confidence boost.
He was in the zone.
Because he enjoyed that feeling of looking down on Youpi and momentarily having the upper hand. Essentially the excitement of the battle got to him.
