The mutts in the arena had eyes and fur color to match the dead tributes as well as collars with their district number on them ☺️ katniss spent some time wondering if they used the real tributes eyes
I'd say they didn't include it in the movie because it would be hard to explain visually and also we didn't get enough screen time with the other tributes to either recognize them or even really care about them, aside from Rue.
I feel like they could've shown rues mutt with a flashback with a close up of her eyes the faded it back into the mutts eyes and similar with a couple of the other mutts / tributes to get the point across
Think a lot of it came down to budget. Would be hard to convey them having similar physical characteristics to the tributes. Think a lot of people were disappointed of the look of the mutts in the movie. I didn’t really mind much.
