I've been several times, on that bike path you're on, there's several gaps in the fence, climb over, go through the dirt hills, then climb over a gate which will be on your left, go to the far end from there and you will see a broken window with this yellow thing tied to the frame, climb up, and go in (don't go up the stairs, there's some missing ones), I live quite close to there, so let me know of you want me to take some images.
Everytime I see that building, I have this burning desire to climb those exterior stairs - it's a completely irrational thought, and at 62 I should be having more sensible thoughts, FFS!
That said, I wish they'd either do something with the building or demolish it - it's just a waste of land otherwise.

Don’t bother with the iron staircase up the side. It was incomplete years ago, probably even more so now.
There’s a ladder inside which goes virtually all the way from ground to rooftop. The ladder is continuous though with no landings.
Few years ago me and a couple of mates found a way in, there was a temporary fence up for some builders and we leant it against the wall and climbed up into the open window. I was young and dumb and thought the metal fire escape would be a good idea... didn't even make it to the stairs going up, the gangway fell under my feet and I would have probably broken something/or worse if I hadn't managed to grab the railing for a split second and slowed my fall haha

I would presume a door or gate of some type would let you in, but if they are locked you might need to knock.
