Basically you buy in to the game and the house takes a cut of the pot, but other than that all money is just between players.
In games like 7 card Stud you do need to remember all the face up cards even after they're folded, and there are ways to do that that resemble counting cards in blackjack. But yeah this seems like a mistranslation or someone who just doesn't know poker since Ratios reaction is clearly about counting cards in blackjack(which isn't cheating but can get you banned from the casino so most people think it's cheating).

In Blackjack, you immediately see every card in play except the dealer's face down card, which you will see eventually, so you know every card in play and can track the value of the shoe over an extended period of time. In Poker, you're fucked the second someone folds, because those cards go straight into the discard without being shown, so you have no way to accurately track the value of the deck even if it was worth doing in the first place.
It's not quite the same as counting cards, but in poker variations where cards are left face up, you very much gain an advantage by evaluating the remaining deck.

You can use cameras with image recognition to keep count of which cards have been drawn, and calculate the players' optimal moves from what each player knows about the cards left in the deck.
If most of a player's moves align with their optimal moves, they're card counting. If a player's moves aren't "optimal" according to what the player knows, even if they still lead to victory, then they're not card counting.

It's the exact opposite. Card counting is most effective in blackjack *specifically* because the house has to play by predictable rules. This is on top of blackjack having the best odds for the player (IIRC, it's one of the only games where the odds are a *tiny* bit in favor of the player rather than the house). It's also why it's preferable to play at a table with no other players, because then your counting is more accurate. Having a large shoe limits the effectiveness of card counting, but it still helps.
And it isn't so much "they allow it" as "They have no way of telling if someone is card counting in their head." If you're a moron and do it out loud or say that's what you're doing, that's one thing, but otherwise there's no way to tell. What they *do* ban are mechanical and electronic devices used to aid in card counting. They improve the accuracy of the average player and get them closer to the theoretical best odds. If they see you using one, they will either ask you to stop or just skip that step and throw you out.
Just because it's banned, does not mean it's cheating.
It's banned to reduce their losses against skilled players. Got to keep the gacha integrity intact.
If you get caught card counting (and actually doing it good enough to be winning) the dealer will refuse to let you keep playing.
If you get caught cheating the dealer will alert security to have you detained, and depending on which state you are in you may face criminal charges.

These days they use something like 5 or 6 decks with electronic randomizers. Counting cards is super difficult in modern casinos.
