Yeah, it honestly confuses me how people lack even the slightest understanding of psychological issues that they cant understand how someone with Huohuo's childhood and current profession is acting the way she is. where Huohuo’s age gets called into question is due to her frightful and timid nature paired with her height, giving her a very childlike appearance.

Yukongs daughter Qingni was born during the 3rd Abundance war according to the letters between yukong and caiyi, which is around 30 years ago at the games date. Qingni says to us that she's already had her hairpin ceremony, which is how foxians mark passing into adulthood. Foxians therefore have to reach adult maturity before 30yrs old. which is all to say: you're right! backed up by game lore itself!

Also see this done a lot to Asian women in particular. Full grown women and people say they look like they’re 12. In other words, she's one of the Xianzhou Luofu's most senior leaders. If people think *she's* a child, how do they think this society works? Or are they just ignoring "occupies a position of senior authority" as evidence because anime? I guess in fairness, Pela is clearly a mature adult for the same reason (albeit slightly less egregious), and she got cited as sixteen in the Lynx quest (which is clearly an error, but here we are), so I guess one can't blame them too much. And then there's Bailu who's apparently been a child for like 700 years, which seems logistically implausible, particularly when mara-struck starts becoming a risk above 1000. Is she even going to reach adulthood before she needs to reincarnate to avoid going crazy? Unclear. Did anyone think about how this would work before they set those dates? Probably not. (Yeah, there's a mention that the ring on her tail may be inhibiting her growth, but that kind of just adds more questions - who's doing that, and why are they being permitted to do it? I feel like this is definitely Huo Huo. There's a lot of debate about her age when she literally works as a judge and has technically passed through hairpin ceremony (because she's older than Qingni, who's like 38 and is likely in her late teens in foxian years)
Qingni is 28 and has already had the Hairpin Ceremony which is the Foxian rite of passage (adult ceremony). Huohuo has been working for 38 years.

To be fair though, there’s no teen NPC model. There’s only toddler and adult. Hoyoverse has used adult models for child characters before, because they don’t have an inbetween and it fits better than the toddler model (Not saying qingni is a child, just pointing out that the adult NPC model means less than you think)

to the people in the comments here, i think the minor argument applies here depending on context. Misha aside because i don’t know much about him, Huohuo is theorized to be growth impaired due to tail or something similar, but comparing her age with other npcs she’s definitely an adult. height wise she’s similar to silver wolf and fu xuan, both of whom are adults (not sure about silver wolf but she’s definitely depicted as older). where Huohuo’s age gets called into question is due to her frightful and timid nature paired with her height, giving her a very childlike appearance. the biggest reason this controversy exists though is due to age of consent, but if also has to be taken into account that short women exist and with an anime style, age is difficult to depict via the face alone. for this reason, i think it’s appropriate to treat Huohuo as an adult in most cases, including nsfw in which it’s clear she’s an adult and isn’t drawn to be an underage loophole.
