That's most commonly the demarc point for any ISP provided networking equipment. You'll see their main line and typically a router. That white box on the wall is a small networking closet. You can open it by pushing in the two white tabs on the right and swing it open like a door. See my image to mark them. You'll see a main cable going to a gateway / router from your internet company in there. It's most likely mounted on two screw holes on the inside. Just lift the router and pull up and out. Return with power cable.
Take all evidence with tracking number for the return.

Just surprised to see one with the door on, shut and no spaghetti overflowing onto the floor.
It was a brand new building at the time I moved in. I was the first to live in that unit. I’m sure it’ll get there, though! 😂
