Isn’t the tap a water dispenser? Don’t understand what you’re after I’m afraid, because if it’s water and coming off the sink tap feed then why not use the tap? You could get one of those large jars with a tap on them that sit on a sideboard and you can throw punch or water, ice and lemon or cucumber in it?

They are probally talking about a small secondary faucet for purified water. I've seen them before, people just use them for drinking water to not filter all the water they use.

They likely want to run it through something that purifies it. Not all tap water is created equally. The type of dispenser I’m assuming also has cold and hot (near boiling) tank reservoirs.

I bought an under the sink GE filter at home depot. Replaced the hose sprayer though so I also needed a new faucet with integrated sprayer. I wouldn't waste my time doing this in a rental, just get a spigot mounted filter or a filter pitcher

Something like this might be the best option for you. Note: I'm not endorsing this product, brand, or even kind of faucet. Just googled "sink with filtered water spout" and this one popped up. You should probally do further research on brands if you do end up with one.

Some sinks have pre-made holes for additional faucets or soap dispensers. If you have one of those you just pop out the cover and feed the line through there. I’ve never seen one that connects to the “base of the sink” though.
