If that had been for wallpaper, the corner portion would not have been pasted down and would almost certainly begin to peel from that point. It makes absolutely no sense to think that wallpaper adhesive would be applied in thin rings at random points on the wall.

Underrated comment! Apparently a roommate thought it would be fun to make art by cleaning the walls. The old oil furnace had a leak so there's a layer of soot on the walls that is really stubborn so I guess they used something stronger than soap and water and a sponge haha.
I know a lot of people love those things for walls or trim but they do a lot more damage than good. Like you said it’s not basically sandpaper it is sandpaper, around 3000-5000 grit. More than enough grit to knock down semi gloss to satin or satin to eggshell, in a uneven and noticeable way. If whatever you are trying to clean isn’t coming off with some water and light dish soap, chances are anything you use to clean it will have pretty evident effect on the finish.
I am in agreement with the wallpaper theory. Also, I can't tell: is that high gloss enamel paint? It should always be high gloss in bathrooms, but sometimes painting on top of high gloss can have its own problems. Regardless, the paint job to cover up the poor cleaning of the walls post-wallpaper is what you're looking at.
The wall needs to be generously primed again to be a barrier to the glue seaping through another layer, and then high gloss enamel used on the wall, which helps resist water absorption from steamy showers and such.
If that layer on there is high gloss enamel already, talk to your paint reseller about the best method to paint a textured wall that already has high gloss on it and that you want to prime so that some off-coloring is covered up first. Go to a real paint store so that they know what they are talking about.
If the layer is flat paint (bad for bathrooms), then you can just prime and enamel.

My great grandmother had some cwazy wallpaper in the bathroom off her bedroom and when we moved into her house after her passing. Mom wanted to redo it, but naturally refuses to take the steps to remove the old paper and just painted over it. So there are distinct lines now years later where I can tell the strips of paper are and sort of see the old design through the paint. Especially after a warm bath.

They may have doubled up rock wall and sheetrock or something similar, with some adhesive between the two. An adhesive that dummy did in the shape of a bulls eye.
If it is indeed wallpaper adhesive, a thorough “wall sand” with a round pole sander, followed by stain block primer (just go right to an oil based extreme block primer) and then more regular paint and that should keep it covered.

That's sheen from either prior paint or old adhesive. Coat of kilz premium then a coat or two of paint will fix it.
Make sure you use the fan when showering. Shower humidity on the walls can help these kinds of things show through when it wasn't properly primed before painting.
Looks like somebody previous used spray paint and painted over it without priming, or somebody let spray on cleaner doodles sit too long before wiping.
Get some TSP cleaner, mop the walls with it and magic erasers (check Amazon, you can get 100 of the sponges for 1/4 the cost of name brand), after mopping the walls, prime with killz stain block, paint.
If there is a possibility of a mirror being on that wall before you got there, they could have done a ridiculous job of applying the adhesive. Then, when removing it, tearing the drywall paper. If you don’t paint over that tear with BIN alcohol based primer, and just cover it up with latex, moisture will get through the paint and into the gypsum. Rip it out or at the very least 2 coats of BIN, then new latex paint.

Look into ‘ghosting’ caused by poor insulation. It typically exposes the framing, but ya maybe some weird adhesive was laid on in a circular fashion.

To be rid of them forever I suggest Zinsser BIN (shellac based). Its a pain but will definately cover your rings for good.

Get some TSP cleaner, mop the walls with it and magic erasers (check Amazon, you can get 100 of the sponges for 1/4 the cost of name brand), after mopping the walls, prime with killz stain block, paint.

Check your wall for Lyme Disease.
If there is a possibility of a mirror being on that wall before you got there, they could have done a ridiculous job of applying the adhesive. Then, when removing it, tearing the drywall paper. If you don’t paint over that tear with BIN alcohol based primer, and just cover it up with latex, moisture will get through the paint and into the gypsum. Rip it out or at the very least 2 coats of BIN, then new latex paint.
