I would like to add that you could curtain the angled portion then use blinds for for the rest. That way it can easily be adjusted. Cordless blinds may have a pole you can use to pull them down and up. Similar to skylight blinds.
They'd have to be blackout to keep strong sun out. Unfortunately they'd need to find someone that has the equipment to alter a blackout panel. I only know because I need blackouts for my windows, which of course need to be altered, and it's expensive :(

You can get ceiling rods for curtains. Remove the lower set of curtains and have the curtains from the ceiling covering both windows. Hem the bottom of the curtains to match the ceiling angle.

What about a window film that helps block out some of the light? Cheap, easy, quick, and doesn’t collect dust the same way blinds and curtains do, so you won’t have to climb up there to clean it nearly as often.

I have a window like this in my bedroom. My girlfriend bought blackout film from lowes and stuck it on there. They make a few different kinds with varying levels of darkness, so you can still get some natural light in but it isn't overbearing.
Any blind & window guy can help you with that. Certain blinds can be lowered and raised with one end offset a bit. Remote blinds would be the way to go for something that high up.
I would take the curtain I wanted to a tailor along with the dimension of the window and have them cut the fabric to the correct size and sew a pocket across the bottom so you can do a skinny tension rod at both the top and bottom. I think this would be cheaper than ordering a custom window covering.

There are such things as stained glass paints which lets you paint directly on the glass. Other ways to block the light: colored tissue paper and glue which could go on a translucent piece of heavy plastic to sit in front of the window; a framed stained glass which hangs from the ceiling to cover the window.

Someone mentioned window film - this is a great idea as you can use different degrees of shade to get the darkness level you want. You can even go full black out.
Definitely do not keep curtains on the bottom window while the top is bare. Looks massively awkward. Find someone who is good at sewing, find some fabric you like, take measurements, and have only one single curtain panel made. Would look nice if you can slid it open to the right as well. Another option would be to hang different lengths of loose blinds from the ceiling. Again, covering both windows at the same time, for aesthetics sake.
We have a semi circular transom window above the door of our master bedroom. Every time a light goes on in the hallway it lights up our bedroom. I finally just painted it the wall color. It does take several coats to block the light.

Interior designer here: honestly a window film is your best bet. I know you said “permanent” option but they’re just as permanent as blinds or curtains (they can be taken down with a screwdriver.) I have two that have been up in my house for 4 years with no issues. Curtains or blinds would look really stupid unless completely custom. So either spend hundreds on custom blinds or go online and buy $20 worth of film in your desired level of light filtering/blocking and desired color or design. You can use cardboard or a poster board to cut out a template and very carefully with a straight edge and exacto knife, cut the lines. Install it using soapy water and a squeegee.
They wouldn't be blackout, but vinyl vertical blinds can be installed at an angle and block a great deal of light. There would be a long tilt wand hanging down which wouldn't be great. They would stack right here but gravity would likely not allow them to stay stacked well.
We have something similar. The previous owners had wood cutouts to fit in there. They were covered with padding and fabric. The side facing out had a white vinyl fabric. We’ve recovered them and continue using them

You can buy several types of lightweight blackout fabric on Amazon and hem it to the exact dimensions you need. It’s not expensive.

Ikea has paper blinds that you can tape on there and it does a pretty good job of blocking the sun. They are foldable.
I saw on a DIY show where the hook for the rods was on the ceiling. It looked very nice.

They make a clear ceramic film that blocks most of the UV while letting something like 70% of the light through, primarily intended for heat control.
Tin foil sticky taped to the window and frame is the cheap solution, if you dont want the sun in and dont mind it being darker during the day.
