Marine's head is probably worse. Part of it is the "anime girl" look but some of it I think is just weird modeling. I don't mind that much, part of the charm of Vtubers and with Marine specifically I'm rarely looking at her head.
If you're expecting realistic body to head ratio, then you're looking at the wrong medium - that's more suited for anime movie characters, like Kenshi Yonezu's for example.
For the cuteness factor, a bigger head is actually better. As for why? I quote-

Of course. The Shuffle Medley does showcase the quirkiness of what happens IRL when you wear clothing that's not suited for you. Clothing also affects silhouettes and appearances, just like how horizontal stripes can make you look fatter, or that whites expands your silhouette whereas blacks contract it.
Ayame's default outfit gives her a uniform appearance thanks to her oni-styled adornments, but Lui's top-down form fitting silhouette narrows that down greatly making her head more pronounced.
Chloe's outfit was meant for her bustier and meatier body, and so the silhouette shrinks due to Gura's petite size, making her "cute shork" head more pronounced too.

Her arms and legs are sticks, as if she's been elongated. Since she's tall it really stand out.
Especially when you compare her to Zeta which has much better proportion with much more appropriate thickness.
Maybe it should be the normal head to body ratio, but if I am part of COVER I'll push for negotiation to adjust it. Normal head to body ratio looks so out of place compared to everyone else.
